Before you start

Applicants must live in Richmond and meet one of the programme’s two financial-eligibility routes. One route uses receipt of a named government assistance programme; the other uses family income and additional financial limits. Financial hardship also means difficulty meeting basic living costs without savings or other resources.

The current applications cover September 1, 2026 through August 31, 2027. Apply with the required supporting documents rather than assuming a low-income declaration alone is sufficient. The office can help with document instructions in English, Simplified Chinese and Traditional Chinese.
